You have to surf to the east of the begining island until you run into an huge octopus. Eventually you will find it and kill it using the boomerang (preferred) or the cannon. After it is defeated you will see a Great Fairy appear. If a Great Fairy did not appear then you found the wrong one. So keep looking to the east of the beginning island until you get it. You might have to travel a couple of squares or so until you find it.

To be more accurate, it's a four-eyed big octo you need to beat two squares east of Outset Island. Once you're in that square, use your telescope and look for a flock of seagulls. (If you can't see any, move towards the island and try from there.) Once you find them, head straight towards them and you'll run right into the battle.

The double-sized magic meter will come in handy, and there are certain things that you won't be able to do without it. (You'll DEFINATELY need it for the Wind temple, and you WILL need it to get the piece of heart at the flight control deck southeast of Dragon Roost)

And although you can beat it with bombs, I prefer to use the boomerang. For this one, since it only has four eyes, you can target them all in one shot and they take about three hits each.

(Also, if you go one square north and one square east of Outset island, and one square north of Dragon Roost Island, you'll find a twelve-eye big octo at each of these locations, which each drop a piece of heart when beaten. All the others you'll find are eight-eyed and drop 100 rupees)

I never got the magic upgrade, and I've beaten the Wind Temple three times!

I suppose it would make things easier though...

The 1st 12-eyed Big-Octo location mentioned by DBAM are inaccurate. It is found on a square that you visit quite a lot, & that island is "Tingle Island" It is 1 square SOUTH & WEST of WINDFALL ISLAND".
